How State and Local Governments Can Capitalize on Federal Funding


Over the past four years, Congress has passed legislation providing major investments in strengthening our nation’s infrastructure. These laws include funding for state and local governments to improve healthcare access, strengthen public utilities, expand high-speed internet and more. The following is a recap of the most significant legislation.

Coronavirus Aid, Relief and Economic Security Act (CARES)

The CARES Act focuses primarily on healthcare-related issues, but also includes provisions for economic relief. It established the Coronavirus Relief Fund, which provides federal payments to state, local, and tribal governments on the front lines of the public health emergency. Governments may use the funds to upgrade critical public infrastructure, such as access to clean water.

American Rescue Plan Act (ARPA)

ARPA builds on many of the measures in the CARES Act with $1.9 trillion in economic stimulus, including $350 billion to help state and local governments cover COVID-related costs. In addition to offsetting revenue lost due to the public health emergency, these funds can be used for investments in water, sewer, and broadband infrastructure.

Broadband Equity Access and Deployment Program (BEAD)

BEAD dedicates more than $42 billion to bring high-speed internet to all Americans, prioritizing communities with no internet access and underserved locations. It provides grants to the states and U.S. territories to construct broadband networks, subsidize the cost of internet services for low-income households, and provide users with devices and training.

Infrastructure Investment and Jobs Act (IIJA)

Better known as the Bipartisan Infrastructure Law, IIJA provides $1.2 billion to rebuild America’s critical infrastructure, including roads, bridges, and broadband connectivity. It also provides for more accessible and resilient water and electric utilities. Some of the funding is dedicated to infrastructure needs at the state and local levels.

Inflation Reduction Act (IRA)

The IRA includes historic investments in domestic energy production and manufacturing. It allows state, local, and tribal governments to receive tax credits as direct payments for investment in clean energy and other initiatives in their communities.
